Navigate Here: Utilities > Templates > Solicitation Question Templates, click the Add icon 
You can add a new solicitation question template on the Add Solicitation Question Template page.
Fill in the following fields to add a solicitation question template:
The required fields are noted with an asterisk (*).
Template ID*: The ID of a solicitation question template.
Template Name*: The name of a solicitation question template.
Description: The detail description of a solicitation question template.
Once you've finished adding, click the Save button to save the new solicitation question template. You will be directed into the Edit Solicitation Question Template page.
Click the Cancel button to return to the Browse Solicitation Question Templates page without saving.
