You can create budget on a specific cycle and scenario on the Create Budget from Planning Cycle page.
To create budget from cycle, fill in the following fields:
The required fields are noted with an asterisk (*).
Cycle*: By default it will display the default cycle in the system. You can select a cycle from the dropdown list.
Scenario*: By default it will display the default scenario for the default cycle. You can select a scenario from the dropdown list.
Approved Date*: The approval date of the budget being created. By default it will display the current date. You can select a date by clicking the calendar control. Approved Date must be either today or before today. If you set the approved date earlier than that of the existing budget, the system will save this budget but you can only see the records as history by budget line item under in Manage Budget Line Item.
Budget Effective Date*: The date when the budget being created takes effect. By default it will display the current date. You can select a date by clicking the calendar control. There is no tie between Approved Date and Budget Effective Date.
Notes: The description of the budget being created.
Budget previously created on: The date when budget of the selected cycle and scenario was last created.
Set original budget to zero: Check this checkbox to include the existing budget items into the budget being created in which they are missing, but the budget amount of those items will be set to zero and their Approve Date will be updated to the current Approve Date. Otherwise, those missing items will be retained and unchanged in the system.
Click the icon 
beside the selected cycle and the system will go to the Cycle Management page for the selected cycle.
Click the icon beside the selected scenario and the system will go to the Scenario Management page for the selected scenario.
Click the Set Budget button to create budget on the selected cycle and scenario. The budget data is created from all the allocation data in the selected cycle and scenario. If the budget items being created duplicate the existing one, the system will popup an alert to the user that the original items will be replaced by the current items.
Click the Reset button to clear any input into the form.
