After the basic set up is completed by the system administrator, system users will be able to start planning and managing Capital Improvement Programs.  The first step is to create projects or proposals in the system. To create a project it is not necessary to have a proposal.  A project can be created and never have a proposal. But as a general rule, a project will usually start as being a proposal.

 

The system offers two types of proposals, public and staff.  Public Proposals are meant to make the proposal system available to people who are external to the system or non-staff members such as the general public. Staff Proposals are meant for internal staff members to use for proposal submittal.
